I just got this from Spice Up Your Blog and it worked for me.
You know that nav bar at the very top of your Blogger blog? Where you have New Post, Design, Sign Out?
Well, there is a way to have that nav bar be invisible unless you hover over it. Which means when you actually need it!
Go to Customize>Advanced>Add CSS.
In the CSS box, copy and paste this:
#navbar-iframe{opacity:0.0;filter:alpha(Opacity=0)}
#navbar-iframe:hover{opacity:1.0;filter:alpha(Opacity=100, FinishedOpacity=100)}
Save. Now when you go back to your blog, the nav bar at the top should be gone. Hover over it, and it should show up.
I get emails when Spice Up Your Blog posts (the only one I subscribe to for tips) and pass them on to you if I think it is something you would like to try.
